Technical procurement officer/Specialist
What you will enjoy doing
To manage the end-to-end procurement of manufacturing and engineering requirements, ensuring timely delivery, technical compliance, process adherence, competitive total cost, and measurable savings for OPEX and CAPEX purchases.
Bachelor's or college degree in Mechanical, Electrical, Industrial Engineering, Industrial Management, Supply Chain, Economics, Commerce, or a related field (A technical background combined with commercial, or procurement experience is preferred).
- 3-year experience in buyer or higher position (international companies is preferred)
- Good understanding of manufacturing equipment, spare parts, technical services, MRO, OPEX, and CAPEX purchasing.
- Understanding of total cost of ownership, cost breakdown, supplier quotation comparison, and commercial terms.
- Knowledge of import purchasing, Incoterms, logistics, and customs procedures is an advantage
- Good English

- Requirement and Technical Clarification
Review purchase requests and clarify technical requirements, specifications, scope of work, delivery requirements, and acceptance criteria with internal stakeholders.
Ensure sufficient information is available before issuing RFQs to suppliers.
Coordinate site surveys and technical discussions when required.
- Sourcing and Commercial Evaluation
Identify, evaluate, and develop qualified suppliers for manufacturing equipment, spare parts, MRO, technical services, OPEX, and CAPEX requirements.
Conduct RFQs, quotation comparisons, supplier negotiations, and total-cost evaluations.
Ensure competitive bidding and compliance with quotation and approval requirements.
- Purchase-to-Pay Execution
Convert valid PRs into POs within the agreed service lead time.
Monitor PO confirmation, delivery, receiving, invoice documentation, and payment follow-up.
Maintain complete and accurate records in the ERP system
- Import and Cross-functional Project
Coordinate import purchasing, logistics, and customs documentation when applicable.
Participate in plant improvement, productivity, quality, cost, safety, and digitalization projects.
- Others
Perform other procurement-related duties assigned by the Manager.
